Carrier registration in the System

Carriers are obliged to register with the Sealing Operator System. The Operator performs registration for free.
The list of data to be provided by a Carrier to use the services of the Sealing Operator depends on the service type and may include information on the Carrier, Forwarder/Consignee, and transport details.

 Ways of registration in the System: 

  • at the System website in the user’s Personal account;
  • in the user service offices located at automobile and railway border crossing points of the Russian Federation and stationary checkpoints.

Order forming by a Carrier for transport services of Sealing Operator

In case of sanctioned goods transport, the Carrier shall provide the Sealing Operator with information of the transport to the Sealing Operator listed in the register published at the official website of the Ministry of Transport of the Russian Federation, at least 2 hours prior to entry to a border crossing point of the Russian Federation or to a stationary or mobile checkpoint.

Sealing Operator regards the provided information as a service order.

Information to be provided by an Automobile Carrier to the Sealing Operator:

  • automobile carrier name;
  • type, registration state, and number of the vehicle, trailer, or semitrailer used for automobile transport;
  • email and mobile phone of the vehicle driver;
  • the codes of goods transported by the EAEU Foreign Economic Activity Commodity Nomenclature (minimum 10 characters);
  • the country of origin of transported goods;
  • the departure country of transported goods;
  • the destination country of transported goods;
  • the scheduled date of entry to the Russian Federation;
  • the scheduled date of exit from the Russian Federation;
  • automobile border crossing point of entry to the Russian Federation;
  • automobile border crossing point of exit from the Russian Federation;
  • the required number of electronic navigation seals.

The information to be provided by a Railway Carrier to the Sealing Operator:

  • railway carrier name;
  • the number of the rolling stock unit (if available);
  • the email and mobile phone of a railway carrier officer;
  • the codes of goods transported by the EAEU Foreign Economic Activity Commodity Nomenclature (minimum 10 characters);
  • the country of origin of transported goods;
  • the departure country of transported goods;
  • the destination country of transported goods;
  • the scheduled date of entry to the Russian Federation;
  • the scheduled date of exit from the Russian Federation;
  • the railway border crossing point of the Russian Federation, or the checkpoint at the railway station of entry to the Russian Federation;
  • the railway border entry point of the Russian Federation, or the checkpoint at a railway station of exit from the Russian Federation;
  • the required number of electronic navigation seals.

Execution of fee-based service agreement

Upon submission of service order, a fee-based service agreement is executed with the Carrier.

While registering a transport in the user’s Personal account, a Carrier shall mark off a consent to the Offer Agreement of fee-based service contract at the request of the system.

In case of contacting a user service office, an employee of the Sealing Operator makes a hard-copy agreement of fee-based service provision to be signed by the Carrier.

Mandatory payment for the use of electronic navigation seal

Services of the Sealing Operator are paid in advance of service provision according to the submitted service order.

Payment can be made by a bank card from the user’s Personal account or in a user service office, or by a bank transfer according to the bank details of the Sealing Operator payment details.

Entry to border crossing points of the Russian Federation or to checkpoints

After a vehicle or railway rolling stock used for sanctioned goods transport enters the Russian Federation, a decision to use, apply, and activate electronic navigation seals is made by an officer of the customs body at automobile road or railway border crossing points of the Russian Federation, or by an officer of the Federal Service for Supervision of Transport at a stationary or mobile checkpoint or a railway station checkpoint, after inspection of the relevant documents.

After all relevant decisions are made, an authorized employee of the Sealing Operator issues an ENS acceptance certificate and a reporting voucher for automobile transport.

After the issue of documents, the Sealing Operator employee applies ENS and activates it in the System.

Exit from the Russian Federation via border crossing points

After a vehicle or railway rolling stock exits the Russian Federation, an officer of the customs body at a border crossing point of the Russian Federation or an officer of the Federal Service for Supervision of Transport at a stationary or mobile checkpoint makes a decision to deactivate electronic navigation seals, and also informs the Sealing Operator that the vehicle driver has returned the reporting voucher in case of automobile transport. An authorized employee of the Sealing Operator removes and deactivates the electronic navigation seal in the System.

A Carrier is obliged to return the reporting voucher to the officer.

Upon exit from the Russian Federation, the Sealing Operator checks the integrity of electronic navigation seals, issues and signs the ENS return act.
